Is Fork Friendliness an Acceptable Practice for Template and Text Customization Contributions?

Is “fork friendliness” something acceptable for contributions? Such as wrapping zones of templates in {{blocks}} (to be able to extend only those in a different django app) or moving bits of hardcoded (non-license/brand related) text to settings to be customizable?
